Presentation
The Centre for International and European Studies (Centre d'études internationales et européennes – CEIE) belongs to the Europe in Motion Research Federation (Fédération de recherche L'Europe en mutation, FRU 6703). It is attached to the Doctoral School of Legal Sciences (ED 101) and has 50 doctoral students and 25 teacher-researchers.
The research unit comprises 2 teams working in synergy: one in European law, the other in international law. European law in fact originated in international law, from which it has gradually become emancipated and distinct. These strong original links explain why the study of both laws generally makes sense when they are placed side by side, in order to appreciate their differences and similarities, as much as their complementarity. Thus, while the existence of 2 teams, one in European law and the other in international law is justified, the complementarity and convergence of their themes equally legitimise their presence together within the same unit.
This structuring ensures close cooperation between the teams working on specific themes, as evidenced by conferences and symposia, joint publications and their teaching. It should be remembered that the Faculty of Law, which offers these courses, wished to develop 2 distinct majors, European Law and International Law, basing itself on the specific organisational features of the CEIE and Strasbourg's entirely emblematic position in European affairs.
Research Topics
The 2 units work collectively and individually within the framework of three major research topics: the Identity of the European Union and international organisations (Governance, Citizenship and Language), Common Goods, and Borders.
Topic 1 - Identity of the European Union and international organisations
The topic devoted to the identity of the European Union and international organisations focuses research around governance, citizenship and language, which are essential to an inclusive university, in order to develop a critical analysis of equality policies in both international law and European Union law. It also enables the University of Strasbourg to become a forum for reflection on the meaning of European integration and the community of values of the member States of the Council of Europe and of the European Union.
Topic 2 - Common goods
The topic dedicated to common goods makes it possible to initiate and organise disciplinary and multidisciplinary research devoted to the development and transformation of human and non-human rights (in particular animal rights) and social and climate justice in order to analyse the legal tools for societal transition, in both a sectoral and holistic approach, so as to model the legal incentives that promote sustainable development, the rights of future generations and innovation in the field of health and digital technologies.
Topic 3 - Borders
The topic developed in the study of borders brings together disciplinary and multidisciplinary research on the subject of borders, to address the challenges of the redrawing of borders at work since the early 2000s and accentuated by the Covid pandemic and the war in Ukraine. It combines the CEIE's reflections on migration and asylum policies with reflections carried out by the Jean Monnet Programme on European narratives of borders and resilient borders as a model of European integration.
In addition, the CEIE is involved in initiatives led by the Faculty of Law and Sciences Po Strasbourg on the themes of equality and sustainable development (both for students and for the recruitment process) as well as by the Doctoral School for doctoral students (which is also responsible for initiatives relating to scientific integrity). A strongly expressed wish of the Centre's members is to follow, as teacher-researchers, a "climate fresk" or the institution's Sustainable Development and Social Responsibility (Développement durable et responsabilité sociétale – DDRS) training courses. More specifically, in terms of sustainable development, it is worth highlighting the participation of the Centre's researchers in videos clips on European energy policy and on Europe and nuclear power.
